China’s unchallenged expansion in the West PH Sea to change the status quo via its massive reclamation in the Kagitingan Reef and other reefs is a very serious and growing security nightmare not only for the AFP but also the ASEAN countries – Malaysia, Vietnam, Indonesia, Philippines, and the US-Japan alliance in the South China Sea.

“The Philippines needs a favorable ruling from an international body to sway world opinion and compel China to back down and respect maritime boundaries in the disputed South China Sea,” senior magistrate Antonio Carpio said on Thursday.

“We cannot expect China to restrain itself… We can only hope for world opinion,” said Carpio, a strong defender of Philippine sovereignty, taking to the lectern to lecture on the subject in other academic institutions like the University of the Philippines and the De La Salle University.

“But we cannot go to the world to support our view if there is no ruling by the international body. There has to be ruling by a competent international body. Then world opinion will support us because world opinion will support the rule of law,” he said.

Without a ruling, the dispute would only be a battle of words, he said.

“There has to be a ruling. Before that ruling, it is our word against China,” said Carpio before a jam-packed lecture hall at the Ateneo’s Makati campus.

Philippines likened to a crying baby

China’s official news agency on Friday likened the Philippines to a “crying baby” for seeking international support against island-building in disputed waters by Beijing, denouncing its efforts as “pathetic”.

China’s bullying and massive reclamation are also bringing the smaller ASEAN countries closer in a military strategic way to speed up defense military modernization of Malaysia, Philippines and Vietnam together with powerful international support – Japan, India, US, Australia – against China’s military blockades of smaller and weaker countries hampering their freedom of navigation, commercial lanes and global commons.


US would welcome Japan air patrol in South China Sea

The United States would welcome a Japanese extension of air patrols into the South China Sea as a counterweight to a growing fleet of Chinese vessels pushing China’s territorial claims in the region, a senior U.S. Navy officer told Reuters.

Regular patrols by Japanese aircraft only reach into the East China Sea, where Japan is at loggerheads with China over disputed islands. Extending surveillance flights into the South China Sea would almost certainly increase tension between the world’s second- and third-largest economies.

“I think allies, partners and friends in the region will look to the Japanese more and more as a stabilizing function,” Admiral Robert Thomas, commander of the Seventh Fleet and the top U.S. navy officer in Asia, said in an interview.

“In the South China Sea, frankly, the Chinese fishing fleet, the Chinese coastguard and the (navy) overmatch their neighbors,” Thomas said.

China’s foreign ministry said it had no immediate comment on the interview.

Thomas’s comments show Pentagon support for a key element of Japan Prime Minister Shinzo Abe’s push for a more active military role in the region. That is crucial because U.S and Japanese officials are negotiating new bilateral security guidelines expected to give Japan a bigger role in the alliance, 70 years after the end of World War Two.

“I think that JSDF (Japan Maritime Self Defense Forces) operations in the South China Sea makes sense in the future,” Thomas said.

Japan is not party to the dispute in the South China Sea where China, the Philippines, Vietnam, Taiwan, Malaysia and Brunei have competing claims. But the waterway provides 10 per cent of the global fisheries catch and ships crossing it carry $5 trillion a year in cargo, a large portion to and from Japan.

“The alleged nine-dash line, which doesn’t comport with international rules and norms, standards, laws, creates a situation down there, which is unnecessary friction,” said Thomas.

The Scarborough Shoal near the Philippines is one flashpoint in the South China Sea. The Philippines complains that China has kept its fishermen from waters around the shoal. Thomas said Japan could help the Philippines with equipment and training.

“For the Philippines, the issue is one of capacity. For the Japanese that is a perfect niche for them to help, not just in equipment, but in training and operations,” he said.

Philippine Defense Secretary Voltaire Tuvera Gazmin met Japanese Defense Minister Gen Nakatani in Tokyo on Thursday, and they signed a memorandum on cooperation that includes military exchanges, training and defense technology and equipment.

Gazmin told Nakatani that “common security concerns provide an opportunity to deepen defense cooperation”.

Nakatani said the agreement had “taken defense ties to a new level”. He declined to say if China’s presence in the South China Sea and East China Sea had been discussed.

Centered around the USS George Washington carrier battle group with its home port in Japan, the U.S. Seventh Fleet includes some 80 vessels, 140 aircraft and 40,000 sailors making it the most powerful naval force in the western Pacific.

Philippines-Japan Strategic Partnership

Japan and the Philippines have in recent years both engaged China in two maritime territory disputes: Japan in the East China Sea and the Philippines, in the South China Sea.

Department of National Defense Secretary Voltaire Gazmin and Japanese Defense Minister Gen Nakatani have signed a defense cooperation and exchange agreement that now covers equipment and defense technology.

In a joint statement, the two defense ministers said they “shared views to elevate bilateral defense cooperation and exchanges to a new phase based on the Strategic Partnership between Japan and the Philippines.”

The Strategic Partnership covers capacity building, Human Assistance and Disaster Response Relief training, maritime security and “exploring a new possibility of cooperation in defense equipment and technology.”

Two key features of the Strategic Partnership agreement are:

  1. Japan’s Defense Ministry and Japan Self Defense Forces (JSDF) will carry out a “capacity building project” for the Philippine military, primarily on Humanitarian Assistance and Disaster Response. Expected to benefit from this is the Philippine Air Force, as Japan will carry out “capacity building assistance in the area of air transportation.”
  2. The Philippines and Japan will start working level discussions on possible cooperation on defense equipment and technology.

The Philippine–Japan Strategic Partnership is considered significant as both countries are currently embroiled in maritime territory disputes with China: China has encroached and occupied several islands and shoals in the Philippine zone of the disputed Spratly Islands in the West Philippines Sea. Japan is engaged in a tense dispute with China over the Senkaku Islands in the East China Sea – where Japanese and Chinese warplanes have already engaged in stand offs.

The territorial disputes figured prominently in the Friday meeting between Gazmin and Nakatani in Tokyo, “both ministers shared the view that any dispute should be settled peacefully, without the use of force or coercion, and in accordance with international law.”

“They also reaffirmed the importance of the freedom of navigation and overflight in high seas,” the joint statement said.

The Philippines gave tacit support for Tokyo’s intention to allow its military to play a more active role in the international arena. “Secretary Gazmin welcomed Japan’s efforts to actively contribute to the peace and stability of the world together with the international community,” the statement said.

Japan’s constitution limits its military to a self defense role and is banned from sending its forces abroad.

Under the Philippine–Japan Strategic Partnership, Manila and Tokyo will hold more regular military meetings, including visits by senior military officials and cross-training opportunities among the various services. Most notable of these are the increased exchanges concerning air defense, maritime security and amphibious operations.

A joint staff from the Philippine Armed Forces’ General Headquarters and the Japan Self Defense Force (JSDF) will be created to oversee the exchange programs.

The joint programs eyed include:

  • Multi-layered exchange between the Philippine Army and Marine Corps and the JSDF
  • The Philippine and Japanese navies will hold more bilateral naval training, known as Code for Unplanned Encounters at Sea (CUES)
  • The Philippine Air Force will take part in Japan-US-Australia joint air force exercises, codenamed Cope North Guam.

China’s ruling Communist Party is “rejuvenating” and preparing for a military conflict in Asia, the outgoing intelligence chief of the Navy’s Pacific Fleet is warning.

“The strategic trend lines indicate the Communist Party of China is not only ‘rejuvenating’ itself for internal stability purposes, but has been and continues to prepare to use military force,” Navy Capt. James E. Fanell said on Saturday during his retirement speech at Pearl Harbor.

Speaking on a pier across the harbor from the battleship USS Missouri, where Japan’s surrender was signed ending World War II, and near the memorial over the submerged wreckage of the USS Arizona, sunk in 1941 during the Japanese attack, Fanell said he believes Beijing prefers not to use its growing military force for achieving regional dominance.

“But let’s not deceive ourselves. The evidence I’ve been chewing on over the past 15 years is overwhelming,” he said. “Beijing has prepared for military action and [Chinese] President Xi Jinping’s ‘China Dream’ has a defined timeline to reach this ‘rejuvenated’ end state.”

On the Obama administration’s policy of shifting forces to the Pacific, called the “rebalance,” Fanell said the program is a good first step to counter the challenge of China.

“But it must be backed up with a real, tangible deterrent force and we must stand up to Beijing’s propaganda and bullying campaign, especially those that come at the expense of our allies and partners,” he said.

The rebalance includes the shift of some troops, naval, and air forces to the region but it has been limited as a result of sharp defense cuts under the Obama administration and continuing U.S. military commitments in the Middle East.

The career intelligence captain called on his fellow intelligence officials to present honest assessments of the danger posed by China’s growing military power, an indirect criticism of what officials have said have been numerous U.S. intelligence failures in assessing China’s military build up over the past three decades.

“The challenge, as I have seen it, is for intelligence professionals to make the case, to tell the truth, and to convince national decision and policy makers to realize that China’s rise, if left unchecked or undeterred, will necessarily disrupt the peace and stability of our friends, partners, and allies,” he said.

“We should not have to wait for an actual shooting war to start before we acknowledge there is a problem and before we start taking serious action,” Fanell said.

The Communist Party of China has plans that “stand in direct contrast to espoused U.S. national security objectives of freedom of navigation and free access to markets for all of Asia,” he added.

In particular, the Chinese navy, Fanell said, is taking steps to achieve strategic objectives that include the restoration of what Beijing says is “sovereign maritime territory,” specifically thousands of square miles of water inside the so-called first island chain – a string of western Pacific islands near China’s coasts stretching from Northeast Asia through the South China Sea.

China’s massive reclamation in West PH Sea

Defense Undersecretary Pio Lorenzo Batino on Wednesday January 21-22, 2014 cited intelligence reports in the Chinese activities in Kagitingan. “It has grown. The developments we have observed have been implemented from the last time we last had Bilateral Strategic Dialogue,” said Batino.

“We are very seriously concerned….It’s very serious,” he said.

Earlier this month, Armed Forces chief General Gregorio Catapang Jr estimated the reclamation activity to be “50% complete.” He expressed concern that the reef could be used for “purposes other than for peaceful use.”

US is concerned, too

China’s activities are a concern for the US, too, said US Assistant Secretary for East Asia and the Pacific Daniel Russel. A vocal critic of China’s 9-dash line claim over the West Philippine Sea and other neighboring areas, he is in Manila for the Bilateral Strategic Dialogue.

“It’s true that the Chinese have a number of projects underway in South China Sea reclaiming land in shoals and rocks in sensitive areas whose sovereignty are contested,” Russel said.

He added, “This is an ongoing concern, not only for claimants, not only ASEAN and Southeast Asia but for all Pacific nations including the US and, frankly, all nations who rely on freedom of navigation, the sea lanes, and the principle of unimpeded lawful commerce.”

Russel called for diplomacy and the “maximum exercise of restraint,” and for claimant states to follow the ASEAN-China DOC.

High value exercises on maritime security

While the international arbitration case is pending, the Philippines has been modernizing its military and it is increasing maritime exercises with the US military.

The regional maritime disputes took center stage at the Bilateral Strategic Dialogue, where the treaty allies agreed to prioritize “high value exercises that will focus on maritime security and maritime domain awareness.”

“The direction is more cooperative engagements, more activities, and more training,” Batino said.

“We will have our standard Balikatan. I think the Balikatan exercise will center on maritime security. Details will still have to be agreed upon by the two sides,” he explained.

The Armed Forces of the Philippines is also acquiring assets to further secure the West Philippine Sea. Two of 12 South Korean FA-50 lead in fighter trainers are arriving late 2015, and the weapons of the Philippine Navy’s warships are currently being improved.

“We are monitoring the situation, definitely. We have to increase our capabilities and that will only come through modernization. This is a realization – the lack of the needed modernization that we needed to implement earlier,” said Batino.

Rappler sources whose tasks include monitoring the West Philippine Sea have earlier said there is no doubt China is building an airstrip in Kagitingan Reef, which one of the sources said will be used as a command base. (READ: China to finish construction of airstrip in West PH Sea this year)

The Philippines claims the reef as part of the Kalayaan Island Group (Spratlys) with a central government based in nearby Pag-asa (Tithu) island – the second largest island in the Spratlys and is occupied by a small Filipino community.

A Chinese airstrip will dramatically change the security situation in the West Philippine Sea, where 6 countries, including the Philippines and China, have overlapping claims.

An airstrip will allow Chinese planes, including even fighter jets, to land on the artificial island and get very near the country, a scenario that raises serious concerns, the sources said.

It will also mean China can stay longer in the area. Harbors can also host tankers and other sea vessels.

Chinese ships have stopped harassing Philippine ships since the reclamation activities began, noted one of the sources with a sarcastic laugh.

“It is perhaps because they already got what they wanted,” the source said.

My predictions nine months ago:
I personally believe that the Supreme Court will rule on the constitutionality of EDCA to support President Aquino’s primary constitutional duty to serve and protect the people, promote national security, upgrade the AFP’s military facilities and preposition defense assets, and improve the military’s capabilities for humanitarian assistance and disaster response (HADR).

By next year or so, I believe that China will establish an Air Defense Identification Zone (ADIZ) in the West Philippine Sea where they are building a naval base with airstrip now at Kagitingan Reef in the Spratly islands, and where the war will be between China and the US Alliance (Vietnam, Australia, US, Japan and other claimants).

I believe that regardless of a favorable outcome of the Philippine’s memorial submission to ITLOS, China will still use threats of force, intimidation, coercion and gunboat diplomacy because China will disregard the arbitration outcome and a tribunal can’t stop China from bullying its neighbors posing a complicated challenge to the region’s peace and security unless a necessary boost in military hardware upgrade capability in the Philippines is attained together with a US asia-pacific alliance, sanctions and a strong international support to militarily confront or deter China’s armed invasion collectively thereby upholding the rule of international law, unimpeded trade and freedom of navigation. What other viable peaceful options do we have to resolve China’s fanatical expansion agenda with invasive armed aggression?

With China’s disregard to UN arbitration and international law’s UNCLOS by its illegal declaration of sovereignty to all of South China Sea with its unilateral attempts to assert its bogus 9-dash line claims through its show of intimidation or force in the Philippines and Vietnam, will the group of G-7 still remain silent to China’s military intentions or act on its mandate to oppose China’s actions now?

Since the problem is a state of unpreparedness – the lack of military capability of the AFP now, I believe that a viable alternative or contingency measure to the current sea dispute situation between China and the Philippines would be for the G-7 allies to provide the AFP with the necessary training and credible number of military hardware such as warships, missiles, fighter planes, and drones, on loans, to counter Chinese invasion of Philippine reefs and shoals.

Well trained and credible armed Filipino soldiers have done their own fighting before against internal terrorists, in the Korean war and in WW2 and as first defenders before other nations will intervene, AFP will fight these Chinese invaders and outlaws again with a credible military hardware upgrade to protect its sovereignty and prevent further loss of more rich natural resource Philippine territories to China.”

China keeps on saying that ASEAN claimants must adhere to the Code of Conduct (COC) but at the same time China simply violates that rule and says that it has the right to do whatever it wants in the Spratley’s.

China keeps on building structures and even doing reclamation works despite repeatedly stressing that all claimants must adhere to the COC, which includes stopping any development of any uninhabited area.

In this sense, China is fooling everybody including the US and the global community just like how it stole Mischief Reef.

The Philippines must be reminded of China’s “talk and take strategy”.

It fooled President Noynoy when Noynoy agreed to the withdrawal of ships from Scarborough. Eventually, the Philippine ships were called back to port but the Chinese simply laughed at President Noynoy for believing the Chinese.

Now, that the US has maintained the position of not intervening (unless a war breaks out) then China will probably pursue its objective.

Our only chance is the economic sanctions and making the US and its allies support that sanction. PNoy must work with the US in building a new trade pact that will replace whatever will be lost when we slap China with economic sanctions. Treat ASEAN as one solid economic bloc that will replace the lost Chinese market.

Definitely, we will enforce an enhanced sanction when the UN tribunal announces the decision. Let the US and the rest of the G7 plus EU support that effort.

Acupuncture, herbs, acupressure with meditation and Qigong instructions have greatly assisted my rehabilitation clients and have been transformed into Self-realized individuals after their rehabilitation through Classical Chinese Medicine. They have tried conventional western therapies without success.

I believe that rehabilitating rather than condemning foreign servicemen who committed sexual crimes in the Philippines is the path to take. Future sexual crimes can be avoided by foreign servicemen through the availability of drug-free natural therapies such as Classical Chinese Medicine with Qigong instructions.

I also believe that EDCA with its implementing Visiting Forces Agreement (VFA) should be reviewed rather than scrapped because the Philippines needs it to defend West Philippine Sea from China’s creeping incursions in the Philippine territories with joint military capability of US servicemen and military hardware.

Fanaticism and extreme measures by politicians and militants to scrap EDCA with VFA should be discouraged and replaced with common sense and respect for Filipino’s foremost constitutional right in protecting our territorial sovereignty from China’s creeping invasion rather than being fixated in the sexual crime of one US servicemen to a Filipino citizen which should be legally handled solely.

Recycling of sexual energy heals sexual behavior problems

I believe that the root behavioral problem of not only US Marines or any US servicemen but also other male soldiers from other countries doing crimes against women, transgender, bisexual or children is their own unguarded thoughts – that their worst enemy is not their opponent but their own unguarded thoughts.
