Using Float planes instead of wooden boats to supply BRP Sierra Madre

Having worked in the Island Copper Mine, Port Hardy, Vancouver Island, BC for twenty years, I have watched float planes bring supply and people in the North Island.
Having earned private pilot license myself and flown the Cessna single engine plane around Vancouver Island and Vancouver, I can tell with experience the necessity of planes for transportation of goods and people.
Watching the dilemma of Philippine Coast Guard in transporting supply to the BRP Sierra Madre in Ayungin Shoal with Chinese Coast Guard water cannoning wooden supply boats injuring navy personnel repeatedly, a solution to the problem is by using float planes instead of wooden boats.
First solve the problem of transportation before Filipinos start talking war narrative with China which it wants for their own interests in stirring trouble!
Every country knows that China’s actions in the West Philippine Sea are a violation of international law with claims that it has sovereignty over the whole South China Sea which is a violation of UNCLOS according to the 2016 Hague ruling.

Philippine Navy in the West Philippine Sea needs a smarter, cheaper, faster and effective mode of transportation like seaplanes (float planes) instead of slow wooden boats to evade Chinese CCG bullies with their water cannons!
Marcos said he issued his statement after meeting top defense and national security officials, who submitted their recommendations. These include the use of faster military vessels instead of chartered civilian boats when the Philippine navy delivers a new batch of personnel and supplies to Ayungin Shoal, two Philippine security officials said. “Over the succeeding weeks, there shall be implemented by the relevant national government agencies and instrumentalities a response and countermeasure package that is proportionate, deliberate, and reasonable in the face of the open, unabating, and illegal, coercive, aggressive, and dangerous attacks by agents of the China Coast Guard and the Chinese Maritime Militia,” Mr. Marcos said in a statement. Justifying the risk
Water take off and landings compound the dangers already inherent in flying. If a helicopter or a conventional plane can do the mission better and safer, then the suitability of a floatplane for that task is debatable. However, there are specific missions that only seaplanes and flying boats are able to perform. These are unique requirements that justify their expense, both in pilot training and additional maintenance for the aircraft, as well as the risk inherent to operating from water.
No place in the Republic of the Philippines better illustrates the potential for floatplane use better than the garrisons in the West Philippine Sea. Among them, the BRP Sierra Madre, which serves as the republic’s outpost on Ayungin reef. Because of its proximity to Panganiban Reef, known internationally as Mischief Reef, this ship is on the frontline of the EEZ conflict between the Philippines and the People’s Republic of China.
AFP Western Command resupplies this station by sea and by air. These missions are performed on a regular schedule, and the station itself is stocked with supplies to accommodate unexpected delays that, in the past, have doubled the tours of duty of the Marines guarding the ship.
Troop rotations are performed by boat. For Operational Security (OPSEC) reasons, exactly how resupply boats reach the station despite the Chinese blockade will not be discussed here.
Consumables and care packages, on the other hand, can be air dropped to the ship. Items are placed in sacks which are then enclosed in plastic along with bouyancy aids such as styrofoam. These are then dropped in the water beside the the outpost and the resident Philippine Marines simply bring them onboard. See inset on the photo below on the right.
To summarize the state of logistic affairs on Ayungin, existing techniques allow for either slow transport of large quantities of personnel and provisions, or rapid delivery of modest quantities of supplies. Neither method, however, can be used for rapid extraction of men or materiel. Which also means that neither method would be suitable for Medical Evacuation (MEDEVAC) missions. If AFP personnel on these outposts ever fall seriously ill or are injured, they will be in for a long wait before they can be given proper medical care.
Heli-deck equipped vessels, such as the Del Pilar class frigates, Frank Besson LSVs, even Philippine Coast Guard Tenix boats, could presumably dispatch helicopters to recover a stricken individual from the outpost. Rotary-wing aircraft could fly over any Chinese blockading ships to reach their destinations. But the ships would still have to travel to within helicopter-flying distance to be effective. Furthermore, the medical facilities on these ships are limited — none are normally equipped for tertiary care. Once the patient is onboard, they would still have to sail at best possible speed to an alternative medical facility.
Seaplanes and flying boats would be the logical choice for the MEDEVAC role, as they are the only aircraft that can embark passengers from WPS outposts, and travel with sufficient speed back to air bases in Palawan, Metro Manila or at the very least to the medical health center on Pag-asa island.
These aircraft could also be used to satisfy the MEDEVAC needs of Philippine Navy and Philippine Coast Guard ships on patrol or remote island communities in other parts of the Philippines. While acquired primarily for a military purpose, it has windfall benefits for the general population.
This is an operational challenge that needs a solution. The defenders of the West Philippine Sea deserve nothing less than the country’s best effort in ensuring access to medical treatment within the all-important Golden Hour, during which medical intervention will yield the most benefit. Philippine Navy or Philippine Air Force floatplanes, whichever service gets them first, offer the best means for satisfying this need.

It is not a question who the obvious traitor is but what this government will do next to punish Duterte. Senator Cayetano’s short-sighted comments sounded like Duterte’s cowardice narrative which like Senator Padilla’s comments are not helping to resolve China’s bullying tactics. Diplomacy obviously with China doesn’t work because China wants gas and natural resources in the West Philippine Sea. Therefore, PCG had to use joint patrols with allies to stop creeping China’s invasion in West Philippine Sea. China’s reclamation and development of disputed reefs in the West Philippine Sea is apparently part of Beijing’s plan to establish an Air Defense Identification Zone (ADIZ) in the region, a security official said.
“China is just waiting for the completion of its naval and air facility development projects over Cuarteron Reef, Chigua Reef, Mabini Reef and Burgos Reef before declaring the ADIZ similar to what it did in the East China Sea,” the official said.
It is up to greedy land grabbing China – with a paper dragon military – to decide when their ADIZ declaration and military attack in Ayungin Shoal’s BRP Sierra Madre will happen, and come what may, the AFP as first defenders will put up a good standoff and fight to defend sovereignty of the EEZ Philippine territories that are rich in fish, oil and natural gas.
China is strongly after Ayungin Shoal (Second Thomas Shoal) all because it is after a bigger catch that is Recto Bank (Reed Bank), Roilo Golez, a security expert said.
“We should respect historical facts, not historical lies,” said Supreme Court Associate Justice Antonio Carpio, who has done extensive research on the territorial disputes at Institute for Maritime and Ocean Affairs

Such “aggression” endangers not only those who lay claim over some territories in the area but other countries outside the Asian region as well, he said.
“These violations of international law pose a danger not only to claimant countries, but also to the entire international community, since freedom of navigation and unimpeded lawful commerce are threatened,” Aquino added.
“Violations of international law should, therefore, be immediately stopped,” he said.

The Philippines seeks to prevent China from encroaching not only on the EEZ of the Philippines, but also on the global commons in the South China Sea. The Philippines is fighting a legal battle not only for itself but also for all mankind. A victory for the Philippines is a victory for all States, coastal and landlocked, that China has shut out of the global commons in the South China Sea. Beware: Anti-Chinese mayhem could be Beijing’s handiwork
“Malacañang dismisses as an isolated incident Monday’s (September 1, 2014) bombing attempt at the Manila international airport. This is to project an illusion of political stability. For, rumors spread that the arrested bomb makers, because army reservists, are anti-P-Noy admin putschists.
Pretentious admin mouthpieces would do well to stand aside. This is a criminal investigation. Weeks ago the NBI had detected the bomb plot, said to be by extremists disgruntled with P-Noy’s “softness” on the West Philippine Sea (WPS) issue. The NBI prudently had installed CCTV cameras at the airport parking lot to spot the plotters. Presumably there are more of them out there, who disagree by violence with P-Noy’s smart pitch for UN arbitration of the maritime row. Let the lawmen do their work without political interference.
Any anti-China mayhem should be suspect. The (foiled) bombing is as dubious as perennial calls for retaliatory violence against Chinese Filipino businesses. Thinking Malay Filipinos should be wary. Beijing no less might be fomenting havoc, as an excuse to escalate its sea invasions.
Beijing employs Filipino agents to promote its interests by various means — political, military, terrorism. Violence is a trademark of China’s communist rulers. Bombings and agitations to hurt Chinese Filipinos would divide the country, the easier for it to conquer. Beijing could instigate adventurist politicos and generals to strike at Chinese occupation forces in Philippine waters. This would mar not only Manila’s arbitration case at the International Tribunal for the Law of the Sea, but also its lead role in ASEAN to get China to sign a long overdue Code of Conduct in the disputed waters. Beijing in turn would have all the pretexts to push its mythical Nine-Dash Line sea claim.” – Jarius Bondoc
What can the countries in the region such as Vietnam, and the Philippines do about China’s reclamation of the reefs in West Philippine Sea?
Habitation would be unlikely to make any legal difference. As far as sovereignty over the islands is concerned, any court would deem that the “critical date” – the legal term for the date when a dispute between nations has crystallized and after which no changes of facts on the ground can affect its legal status – is long past.
As for whether construction or reclamation could affect the legal status of these features as islands entitled to their own vast maritime entitlements and continental shelves, or merely rocks or low-tide elevations, the answer appears to be no.
The majority of legal scholars say reclamation cannot change the status of a feature; it can merely create an “artificial island,” which under the UN Convention on the Law of the Sea, generates no entitlements. Of course, if reclamation makes it impossible for any court in the future to determine the original status of these features, then China’s work could certainly stymie the legal process.
Mostly what they are already doing – highlighting its apparent illegality, as well as the ways in which it violates the spirit if not letter of previous agreements.
“International condemnation is currently Hanoi and Manila’s best weapon until the Philippine case proves whether the law will be to their benefit,” says Gregory Poling.
In the meantime, the one thing this should get Manila and Hanoi to do is make a concerted effort to short-circuit China’s attempts to hide the real status of features by accurately surveying them now before further reclamation works make it impossible to determine their original geography.

What are the Filipino defenders (the AFP and DND and DFA policy) supposed to do now in the present time?
I propose to the Philippine government’s senate and house of representatives, despite their ongoing fight against graft and corruption, to heed with urgency the warning and realistic call to action by Rep. Ashley Acedillo of the Magdalo Party for increased AFP funding amid neglect of PH-occupied territories in Spratlys, and follow his defense-in-depth concept recommendations below ASAP:
In the power point presentation Rep. Ashley Acedillo of the Magdalo Party showed last Wednesday (August 27), he compared the massive fortification and expansion of the Chinese of their occupied reefs in the disputed Spratlys area in the South China with the miserable state of the islands and reefs occupied by the Philippines.
Acedillo, in a privilege speech titled “Our country is in grave danger,” questioned what seems to be a government policy of benign neglect in our occupied territories in Spratlys.
“With an Air Force that can’t protect our air space and a Navy that can’t protect our maritime interest, claimant countries have accelerated their creeping occupation of our islands,” said Acedillo, formerly an Air Force Officer who was detained for seven years for rebelling against Gloria Arroyo in what was known as “The Oakwood Mutiny.”
Furthermore, Acedillo said, there is no allocation for improvement of facilities in our occupied areas in the Spratlys in the Department of National Defense budget for 2015.
Acedillo said his understanding is that the DND does not want to go against the policy of the Department of Foreign Affairs of adhering to the provision of the 2002 Declaration of the Conduct in the South China Sea signed by the Association of Southeast Asian Nations of ASEAN and China which calls on claimant countries to “undertake to exercise self-restraint in the conduct of activities that would complicate or escalate disputes and affect peace and stability including, among others, refraining from action of inhabiting on the presently uninhabited islands, reefs, shoals, cays, and other features and to handle their differences in a constructive manner.”
To secure our territory, Acedillo said “the ideal joint concept to adopt is defense-in-depth which is anchored on the principle of pressing the border out by engaging the enemy as far out as possible.”
He elaborated on the defense-in-depth concept: “The system incorporates a sequence of lines: detection line, decision line and interception line, and requires four basic steps: 1. detect the presence of airborne objects, aircraft, or missiles; 2. identify them as friendly or hostile; 3. intercept and examine those not identified as friendly; and 4. neutralize those identified as hostile.”
“This joint concept, applies in tandem with our Navy’s active archipelagic defense strategy. Situational awareness will be provided by the air defense radars, long range patrol aircraft and over the horizon radars. Hostile forces are held to a ‘no give zone’ within the range of attack craft and ground-based missile. Maneuver forces composed of frigates, corvettes, and fighter aircraft, shall simultaneously attack from different locations to swarm the opposing force in multiple directions.”

As tensions spike between China and other countries in Asia’s disputed waters (with the creeping invasion in Ayungin Shoal, Recto Bank and other reefs), serving and retired Chinese military officers as well as state media are questioning whether China’s armed forces are too corrupt to fight and win a war.
A brilliant idea by General Gregorio Catapang which is the best alternative to military standoffs and the Chinese ships planting markers in Philippines zone is to offer cruise service in the South China Sea.
When asked about how he would direct Western Command to handle China’s buildup in the region, Gen. Catapang responded in part by saying, “I challenged them to make Palawan the next most prosperous province. Palawan has a lot of potentials [sic], especially if we can also develop the islands that we now possess as [a] tourism destination – fishing grounds, and later on, we can find more oil and gas in the area.”
This led him to mention his goal of creating a cruise service in the region. “Hopefully, we will be able to put up a cruise ship going around six islands,” he said. Among these six are the disputed Spratly Islands of Patag, Lawak and Pagasa, as well as the Ayungin Shoal (Second Thomas Shoal).
He claimed that the cruise service could be a win-win situation for China and the Philippines because Beijing already has cruise services in other areas of the South China Sea. “They have a tourism effort to go around the islands that they possess,” the chief of staff of the AFP said at the news conference. President Aquino cited a military report on the presence of the Chinese hydrographic research vessels at the resource-rich Recto Bank despite a Washington-backed Philippine proposal for a freeze on activities that escalate tensions over territorial disputes in the South China Sea.
Aquino pointed out that the Recto Bank is well within the country’s Exclusive Economic Zone since Reed Bank or Recto Bank is about 85 nautical miles from Puerto Princesa City and 595 nautical miles from Hainan, China.
But China, which claims 90 percent of the 3.5-million-square-kilometer South China Sea, sent the ships anyway and by the Philippine military’s description the vessels were surveying and charting the area.
The government said Reed Bank is not part of those being disputed in the West Philippine Sea (South China Sea). Reed Bank has always been part of the Philippines’ jurisdiction, the Department of Foreign Affairs had said.
In a report in February 2013, the United States Energy Information Administration said Recto Bank could possibly hold up to 5.4 billion barrels of oil and 55.1 trillion cubic feet of natural gas. Jose said that the Chinese sovereignty patrols violate the United Nations Convention on the Law of the Sea (UNCLOS) and the Association of Southeast Asian Nations (Asean) Declaration of Conduct in the South China Sea.
“We would like to reiterate our position that Recto Bank is not an island, rock, or low tide elevation. Recto Bank is a completely submerged bank that is part of the continental margin of Palawan,” Foreign Affairs spokesman Charles Jose said.
“Accordingly Recto Bank is about 85 nautical miles from the nearest coast of Palawan and about 595 nautical miles from the coast of Hainan, China. In accordance with UNCLOS, Philippines has exclusive sovereignty rights over Recto Bank and no other state is lawfully entitled to assert sovereignty or sovereign rights over the area,” he said.
Jose cited the previous incidents in Ayungin Shoal where four to five Chinese Coast Guard Ships have been seen patrolling the area.
Chinese ships planting markers in Phillipine Zone
The Chinese ships in the West Philippine Sea are not only conducting an extended maritime patrol over Recto Bank but are also putting markers within the Philippines’ exclusive economic zone (EEZ) in the oil-rich area, a senior security official bared yesterday.
“They’re not only patrolling in the area, they are also installing their own markers. While they’re continuously putting up their own maritime markers at Recto Bank, we are also continuously blasting them,” the security official told The STAR.
The latest maritime operation that resulted in the destruction of the markers put up by Chinese at Recto Bank was launched middle of July.
This operation was in line with the standing government directive issued in the 1990s to remove any structures put up by anybody in the area, the security official said.
A naval officer, who used to be assigned in the area, confirmed the government directive, adding that during his time there were several instances that elite naval teams had to be dispatched to remove the Chinese markers at Recto Bank.
“It would be a different story if anybody or groups will force their way into Recto Bank. We will not allow it,” a naval officer said.

Pentagon: No plan to reduce spy flights
The Navy is sending a second aircraft carrier strike group to the Asia Pacific region amid new tensions with China over a dangerous aerial encounter between a Chinese interceptor and Navy P-8 surveillance craft.
The White House said Friday, August 22, through Ben Rhodes, deputy national security advisers, that the Chinese jet, which conducted a barrel roll over the P-8 some 135 miles east of Hainan Island was a “provocation.”
“The United States is a Pacific power; we have responsibilities – five of seven treaty alliances in the Pacific region,” he said. “We’re going to meet those security commitments. We want to do this in an open and transparent way. We want to share as much information with our allies and partners and with China as we can, and we want to do that. But none of that cooperation is aided along by that kind of reckless behavior by that particular pilot.”

Asked about the Chinese call to scale back such flights, Assistant Secretary of State Daniel Russel, the senior US diplomat for East Asia, pointed to China’s big military buildup in recent years and the secrecy surrounding it.
“We have the right to conduct legitimate missions outside of China’s territorial space and there is a persuasive rational for doing so,” he told Reuters.
“Frankly, the lack of transparency in China’s military modernization is the source of some concern to its neighbors. And we believe that all of the region, including China, would benefit from increased transparency.”
Russel pointed to aggressive Chinese moves to press territorial claims in the South China Sea, including accelerated land reclamation work on reefs and shoals, and said these were a cause of anxiety for other countries in the region.
He said that while Beijing rightly pointed out it was not the only claimant to have carried out such work, “the pace of China’s reclamation in the sensitive disputed waters of the South China Sea vastly outstrips what other claimants have done in the past by many orders of magnitude.”
Russel said China’s reclamation activity had proved “intimidating and worrisome” to its neighbors.
“It’s generating questions and concerns in the region – is China planning to build military bases; is China using reclaimed land on these shoals for the purpose of extending its reach and trying to create a de-facto answer to the question of who has sovereignty of the various land features?” he said.
Russel declined to give his view as to what China’s plans were, but said: “What I think the effect of what they are doing is to destabilize the situation and make it harder, not easier, for the claimants to resolve their claims peacefully.”

Chinese Military’s ability to wage war eroded by graft
The growing concern within China over military corruption has coincided with the 120th anniversary of the start of the Sino-Japan War, which ended with the signing over of Taiwan to Japanese control a year later, a national humiliation that resonates in China to this day.
Ties with Tokyo, long strained over Japan’s occupation of parts of China before and during World War Two, have worsened because of an increasingly ugly spat over the ownership of uninhabited islets in the East China Sea.
Coastguard ships and fighter aircraft from both sides routinely face off around the islands, fuelling fears an accident could spark a clash.
Chinese newspapers have focused on how military corruption was a key reason for China’s defeat to Japan in the waning years of the Qing dynasty, a theme taken up last week in the weekly paper the Study Times, published by the Central Party School, which trains rising officials.
“In the late Qing dynasty …. the military (was) unbearably degenerate with lax discipline, superficial training, gambling, frequenting brothels, smoking opium and other wantonness running rampant,” it wrote.
It is an issue being discussed at length by China’s military establishment.
“Military corruption is at a dangerously unprecedented level,” Major-General Kun Lunyan, an influential military commentator, wrote in May in the Global Times tabloid.
“Do we want this historic tragedy to be repeated by our people’s army?” Kun wrote, noting that soldiers today “abhor” the practice of only being able to get promoted if they “rely on cash to buy their way up”.
China’s Communists don’t have to go back 120 years to understand the importance of having a clean military.
The party is aware that one reason the Nationalists lost the Chinese civil war and were forced to flee to Taiwan in 1949 is because of rampant corruption.
Writing about that period last month, the official Xinhua news agency reminded its readers that “corrupt elements” were executed by firing squad as Mao Zedong plotted his revolution in the caves in northeastern China in the 1930s and 1940s.
“History proves time and time again that the biggest threat to the military is not the test of gunfire and smell of gunpowder, but the encroachment of corruption into the ranks,” it said.

Conclusion: Keeping myself up to date from international news about my homeland Philippines, the important question is, how do you deal with CCP? I believe that knowing and exposing the enemy from a historical viewpoint on the true evil cultist nature of CCP, plus upgrading the military capability of the Philippine armed forces, and with the military assistance from superpowers such as the US and Japan allies and the Southeast Asia Alliance (Vietnam, Philippines, Australia, India, South Korea, Indonesia, and Malaysia) are effective tactical strategies that will defend the Philippine archipelago from the internal invasion of New People’s Army (NPA) rebels, and from CCP naval military maritime incursion from the West Philippine Sea.
Finally, since military modernization needs billions of pesos funding, corrupt self-serving Philippine politician – senators and congressmen – plunderers for the past years should also be put to jail to discourage future politicians in rampant plundering not only for military funding but also necessary funding for public social, educational, medical spending and building infrastructures.
I believe that as long as CCP’s fanatical attachment to the historical belief that it owns 80 percent of South China Sea with its disrespect to the sovereign rights of its ASEAN neighbors are not changed or let go by the CCP officials despite the international support by its small neighbors in disputed isles, war is inevitable.
The beginning to letting go of fanaticism is love and respect for self and others. To let go of the most extreme form of fanaticism requires an ability to question the beliefs (Communism, religion, politics, cult, philosophy, medicine, relationship, materialism [greed] or diet) or agreements that are tied to it. The act of questioning produces a moment of clarity that allows us to see our truth. A moment of doubt or skepticism in a belief can be the crack that will begin to expand our perception.
Skepticism makes it possible to reassess and make a decision to hold on to it by saying yes or no. Do I really believe this? Why do I believe this? Does this belief serve me? Reevaluating our beliefs introduces the option to continue to believe or to change. Letting go of fanaticism is to allow ourselves to listen to what we perceive and reassess our willingness to say yes or no to it with awarenelopess. The best way to let go of illusion is to say yes to the truth when it is presented to us just as it is.
Realistically, however, fanatical attachment not only to historical belief but also to materialism such as greed for fish, oil and natural gas can also be also the cause of China’s invasion in the Philippine territories and other ASEAN neighbors.

My predictions two months ago:
“I believe that regardless of a favorable outcome of the Philippine’s memorial submission to ITLOS, China will still use threats of force, intimidation, coercion and gunboat diplomacy because China will disregard the arbitration outcome and a tribunal can’t stop China from bullying its neighbors posing a complicated challenge to the region’s peace and security unless a necessary boost in military hardware upgrade capability in the Philippines is attained together with a US asia-pacific alliance, sanctions and a strong international support to militarily confront or deter China’s armed invasion collectively thereby upholding the rule of international law, unimpeded trade and freedom of navigation. What other viable peaceful options do we have to resolve China’s fanatical expansion agenda with invasive armed aggression?
With China’s disregard to UN arbitration and international law’s UNCLOS by its illegal declaration of sovereignty to all of South China Sea with its unilateral attempts to assert its bogus 9-dash line claims through its show of intimidation or force in the Philippines and Vietnam, will the group of G-7 still remain silent to China’s military intentions or act on its mandate to oppose China’s actions now?
Since the problem is a state of unpreparedness – the lack of military capability of the AFP now, I believe that a viable alternative or contingency measure to the current sea dispute situation between China and the Philippines would be for the G-7 allies to provide the AFP with the necessary training and credible number of military hardware such as warships, missiles, fighter planes, and drones, on loans, to counter Chinese invasion of Philippine reefs and shoals.
Well trained and credible armed Filipino soldiers have done their own fighting before against internal terrorists, in the Korean war and in WW2 and as first defenders before other nations will intervene, AFP will fight these Chinese invaders and outlaws again with a credible military hardware upgrade to protect its sovereignty and prevent further loss of more rich natural resource Philippine territories to China.”
China keeps on saying that ASEAN claimants must adhere to the Code of Conduct (COC) but at the same time China simply violates that rule and says that it has the right to do whatever it wants in the Spratly’s.
China keeps on building structures and even doing reclamation works despite repeatedly stressing that all claimants must adhere to the COC, which includes stopping any development of any uninhabited area.
In this sense, China is fooling everybody including the US and the global community just like how it stole Mischief Reef.
The Philippines must be reminded of China’s “talk and take strategy”.
It fooled President Noynoy when Noynoy agreed to the withdrawal of ships from Scarborough. Eventually, the Philippine ships were called back to port but the Chinese simply laughed at President Noynoy for believing the Chinese.
Now, that the US has maintained the position of not intervening (unless a war breaks out) then China will probably pursue its objective.
Our only chance is the economic sanctions and making the US and its allies support that sanction. PNoy must work with the US in building a new trade pact that will replace whatever will be lost when we slap China with economic sanctions. Treat ASEAN as one solid economic bloc that will replace the lost Chinese market.
Definitely, we will enforce an enhanced sanction when the UN tribunal announces the decision. Let the US and the rest of the G7 plus EU support that effort.
