In my opinion, Japan with the backing of the US Navy is the only Asian nation that has the military and technical capability to halt China’s domination agenda in the East and South China Sea with its reclamation of Spratlys’ reefs and oil rig exploration. As mentioned in Japan’s defense paper, it slams China’s coercive maritime demands and is ready to halt China’s reclamation in the reefs.

With China’s illegal reef reclamation so close to the Philippine territories, the Supreme Court should declare EDCA constitutional so that the Japan and American military can access their naval ships and jet fighters back in Subic and Clark air bases on a rotational basis for security reasons.

Japan approved sending its military abroad for the first time since World War II

Japan’s parliament voted into law Saturday (September 19, 2015) a defense policy shift that could let troops fight overseas for the first time since 1945, a milestone in Prime Minister Shinzo Abe’s push to loosen the limits of the pacifist constitution on the military.

Abe says the shift, the biggest change in Japan’s defense policy since the creation of its post-war military in 1954, is vital to meet new challenges such as from a rising China.

Japan has no claims in the area but fears Chinese military bases there would bolster Beijing’s influence over a region through which $5 trillion in trade passes every year, much of it to and from Japan.

Japan is seeking to build ties in Southeast Asia that it hopes will improve the capacity of countries there to keep tabs on Chinese activity.

Japan and the Philippines have conducted two joint naval exercises in and around the South China Sea and in June, Abe and President Benigno Aquino III said they would begin talks that could led to Japan using Philippine bases.

Japan has also said it may begin air patrols in the South China Sea. China said it would see that as interference.

The United States has repeatedly said that while it takes no position on competing sovereignty claims over disputed land features in the South China Sea, it does want these maritime claims to be advanced in accordance with international law and without the use of coercion.

In the meantime, Russel said that the United States would safeguard its own interests in various ways, including honoring its alliances and security commitments and aiding the development of effective regional organizations. This included taking steps such as investing in maritime domain awareness for coastal states and carrying out freedom of navigation operations in the South China Sea.

“We the United States are obligated to protect U.S. interests,” Russel said.

Summarizing the essence of the U.S. position on the South China Sea disputes, Russel reiterated that it was not about rocks but about rules for the Asia-Pacific region.

“It’s really not about the rocks and the shoals. It’s about rules. It’s about the kind of neighborhood we all want to live in,” he said.

What now Philippines?

Although it is an oft repeated statement that each country is guided by its own national interests, the question that needs to be asked is if the Philippines truly understands the undercurrents that shape Japanese strategic perceptions and objectives.

Does Manila really understand how far the Japanese will go to defend their interests and that throughout history the Japanese – when they feel besieged – have the ability to strike out without warning against an enemy?

Consider that in the span of a few decades, Japan has carefully built up its power projection capabilities and modified its security outlook to engage and defeat threats way before they reach Japanese shores. That in a span of a few years, from a strict assistance program limited to aid to the Philippine Coast Guard and others of a civilian nature, Japan is now emerging as a potential provider of military assistance to Manila.

The Philippines has to realize that it is not dealing with a dithering easily distracted ally like the United States of America, but a country that has a suppressed martial tradition that may just reappear due to China’s rapacious territorial ambitions.

What is future of China-PH relations? 21st Century will be Pacific Century, Part 1 of 4

While the path dependent approach suggests that countries would be heavily influenced by their histories in charting their future directions, countries can and do break new ground while incorporating elements of their past into their governance template. This is how progress is made. Thus, Japan had been a stable parliamentary democracy now for several decades while retaining distinct Japanese elements in their governance structures.

While China is making the transition to capitalism it retains strong SOEs (state-owned enterprises) while clearly reverting to its historical authoritarian norm in its governance mode. Then as now, there are factions competing to control the policy directions of China that echoed the struggle between the conservative inward looking Confucian scholars vs. the innovative outward looking eunuchs during the Ming dynasty period of Zheng He.

Again, the modernist vs. the traditionalist factions clashed as the Qing dynasty sputtered into its long decline especially as a strategy response to European incursions. More recently, it was the Mao’s vs. Deng’s factions that extended from the Cultural Revolution. Deng’s open policy eventually prevailed and spawned economic liberalization and the SEZs (Special Economic Zones).

Subsequently, as the country made its dizzying ascent during the past few decades the power struggle pitted the “doves” against the “hawks.” For a while, the doves had the upper hand and thus the focus on the soft power of the state. Now, as the economy and the military had made quantum leaps, the pendulum has clearly swung to the hardliners.

Chinese encroachments are treading on dangerous ground as they alienate smaller neighboring countries that traditionally would look to the Middle Kingdom for leadership. No country no matter how small or ineffectual would like to be cowered into submission. On the other hand, soft power would lead to the gradual and willing embrace of closer relationships that would be a win-win situation for all parties. But an overt and aggressive hegemon repels and would soon be confronted by an alliance that would seek to protect their individual freedom by joining forces to maintain the balance of power. Thus, China’s show of force of building facilities in disputed territories, intimidating Filipino fishermen, isolating Philippine Navy personnel are calculated moves that also demonstrates hubris.

It is 21st century gunboat diplomacy in action and is a portent of possible escalation as Chinese military capabilities magnify in the near future. Just think of the possibilities open to China once it starts to operate its carrier fleet.

The de facto occupation of disputed islands in the West Philippine Sea is a pre-emptive move designed to present a fait accompli or a done deed when it comes to future negotiations — whether it be with the UN, ASEAN, or on a bilateral mode. The Chinese will argue that any accommodation that they do with the reclamation projects is regarded as a “concession” and therefore they expect also that the Philippines will also have to make some concessions. They will argue that they have incurred “sunk costs.”

China is practicing the gunboat diplomacy of the Western imperialist powers that it despised. From the existential threat to China of being “carved up like a melon” by the Western powers during the “Century of Humiliation” from the turbulent mid-19th century, it is ironic that it is now engaged in “salami slicing” and “cabbage harvesting” in the disputed territories with its smaller neighbors in the 21st century.

The discord in the region is in stark contrast to the cherished ideal of harmony in Chinese culture especially of Confucianism. Confucian harmony is regarded as a dynamic process that seeks to achieve balance and reconciliation of differences.

It is the conservative Confucian scholars that offer relevant lessons of history. To quote Confucius, “He who exercises government by means of his virtue may be compared to the north polar star, which keeps its place and all the stars turn toward it.”

China’s rise to riches and prominence will have the potential to be like a rising tide that will lift all the nations of the region toward peace and common prosperity as the countries look to it for leadership. China though is losing its historic opportunity to prove that it is a rising benevolent power with a natural leadership role in the world. Will it make the necessary policy change in time?

China is aiming for highly developed country status by 2049 — which marks the centennial of the People’s Republic of China. The achievement of the Chinese Dream and its renaissance as a superpower will have an immense impact on the peace, prosperity, and freedom of the region. The ascent of China is a double-edged sword.

North Korea warns of war with South after artillery fire

North Korean leader Kim Jong Un has ordered front-line military units to enter “a wartime state” after an exchange of fire with South Korea, his country’s state-run Korean Central News Agency reported Friday.

The announcement, employing bellicose language typical of North Korea, adds to the edgy situation in the region.

The two sides traded artillery fire over their heavily fortified border on Thursday afternoon, according to the South Korean Defense Ministry.

Two shells came from the North Korean side, the ministry said, and South Korea fired dozens of shells in response.

No casualties were reported from the exchange of fire.

US Pacific commander, AFP chief discuss issues on West Philippine Sea

United States Pacific Commander Admiral Harry Harris on Wednesday arrived at Camp Aguinaldo in Quezon City to meet with Armed Forces of the Philippines chief of staff General Hernando Iriberri.

In an interview with reporters, AFP spokesperson Col. Restituto Padilla said Harris was given arrival honors, and conducted a troop review before heading for the office of the chief of staff.

Padilla said during the meeting, the two senior military officials were “frank and honest” in their exchange of ideas regarding “the evolving security challenges in the region as a result of natural disasters and issues involving the West Philippine Sea (South China Sea).”

The military spokesperson added that also discussed during the meeting was the US Defense Department’s Asia Pacific Maritime Security Strategy report, which was released earlier this month.

The report outlined the US Department of Defense’ maritime security strategy in the Asia-Pacific Region report, Padilla said.

FULL TEXT: Transcript of oral arguments on Philippines vs China arbitration case

The Arbitral Tribunal of the Permanent Court of Arbitration at The Hague, Netherlands released the full transcript of the oral hearings on the territorial disputes in the West Philippine Sea as requested by the Philippines.

Last July, the Philippines sent a delegation composed of top executives from the three government branches as the United Nations arbitral tribunal opened the arbitration court proceedings on the sea dispute.

The Philippines filed a case against China’s excessive maritime claims over the West Philippine Sea or South China Sea, being the first country to challenge its nine-dash line claim.

The arbitral tribunal is set to rule on the case against China over the territorial disputes by November within the year.

The Supreme Court decision on EDCA is again stalled and is scheduled in December 16, 2015

The Supreme Court has once again deferred ruling on the petitions against the Philippines’ Enhanced Defense Cooperation Agreement with the US.

At least two court sources confirmed to GMA News Online that the high court would decide on the matter in December.

The sources said voting on the petitions was deferred last week, and the tribunal just decided to deliberate on them “a month from now, thereabouts.”

My predictions twelve months ago:
I personally believe that the Supreme Court will rule on the constitutionality of EDCA to support President Aquino’s primary constitutional duty to serve and protect the people, promote national security, upgrade the AFP’s military facilities and preposition defense assets, and improve the military’s capabilities for humanitarian assistance and disaster response (HADR).

By next year or so, I believe that China will establish an Air Defense Identification Zone (ADIZ) in the West Philippine Sea where they are building a naval base with airstrip now at Kagitingan Reef in the Spratly islands, and where the war will be between China and the US Alliance (Vietnam, Australia, US, Japan and other claimants).

I believe that regardless of a favorable outcome of the Philippine’s memorial submission to ITLOS, China will still use threats of force, intimidation, coercion and gunboat diplomacy because China will disregard the arbitration outcome and a tribunal can’t stop China from bullying its neighbors posing a complicated challenge to the region’s peace and security unless a necessary boost in military hardware upgrade capability in the Philippines is attained together with a US asia-pacific alliance, sanctions and a strong international support to militarily confront or deter China’s armed invasion collectively thereby upholding the rule of international law, unimpeded trade and freedom of navigation. What other viable peaceful options do we have to resolve China’s fanatical expansion agenda with invasive armed aggression?

With China’s disregard to UN arbitration and international law’s UNCLOS by its illegal declaration of sovereignty to all of South China Sea with its unilateral attempts to assert its bogus 9-dash line claims through its show of intimidation or force in the Philippines and Vietnam, will the group of G-7 still remain silent to China’s military intentions or act on its mandate to oppose China’s actions now?

Since the problem is a state of unpreparedness – the lack of military capability of the AFP now, I believe that a viable alternative or contingency measure to the current sea dispute situation between China and the Philippines would be for the G-7 allies to provide the AFP with the necessary training and credible number of military hardware such as warships, missiles, fighter planes, and drones, on loans, to counter Chinese invasion of Philippine reefs and shoals.

Well trained and credible armed Filipino soldiers have done their own fighting before against internal terrorists, in the Korean war and in WW2 and as first defenders before other nations will intervene, AFP will fight these Chinese invaders and outlaws again with a credible military hardware upgrade to protect its sovereignty and prevent further loss of more rich natural resource Philippine territories to China.”

China keeps on saying that ASEAN claimants must adhere to the Code of Conduct (COC) but at the same time China simply violates that rule and says that it has the right to do whatever it wants in the Spratley’s.

China keeps on building structures and even doing reclamation works despite repeatedly stressing that all claimants must adhere to the COC, which includes stopping any development of any uninhabited area.

In this sense, China is fooling everybody including the US and the global community just like how it stole Mischief Reef.

The Philippines must be reminded of China’s “talk and take strategy”.

It fooled President Noynoy when Noynoy agreed to the withdrawal of ships from Scarborough. Eventually, the Philippine ships were called back to port but the Chinese simply laughed at President Noynoy for believing the Chinese.

Now, that the US has maintained the position of not intervening (unless a war breaks out) then China will probably pursue its objective.

Our only chance is the economic sanctions and making the US and its allies support that sanction. PNoy must work with the US in building a new trade pact that will replace whatever will be lost when we slap China with economic sanctions. Treat ASEAN as one solid economic bloc that will replace the lost Chinese market.

Definitely, we will enforce an enhanced sanction when the UN tribunal announces the decision. Let the US and the rest of the G7 plus EU support that effort.

Book proves Scarborough Shoal part of Philippine territory

From my experience as a Classical Chinese medical practitioner for over 30 years, most of my rehabilitation clients who have drug and alcohol addictions also have PTSD, sexual addictions and sexual behavior problems.

Fanaticism and extreme measures by politicians and militants to scrap EDCA with VFA should be discouraged and replaced with common sense and respect for Filipino’s foremost constitutional right in protecting our territorial sovereignty from China’s creeping invasion rather than being fixated in the sexual crime of one US servicemen to a Filipino citizen which should be legally handled solely.

Recycling of sexual energy heals sexual behavior problems

I believe that the root behavioral problem of not only US Marines or any US servicemen but also other male soldiers from other countries doing crimes against women, transgender, bisexual or children is their own unguarded thoughts – that their worst enemy is not their opponent but their own unguarded thoughts.
